Specifically for cnn, violence erupted again in Egypt because the army did not give up its political and economic power under Mubarak and refused to do so.
The current conflict also stems from the more serious overall mismanagement of the transition by the Supreme Council of the armed forces (SCAF)
These include the widespread use of military courts, the implementation of emergency laws, censorship of the media, the imprisonment of civil society activists, the suppression of religious minorities and the lack of organization of the upcoming elections.
All of this creates an environment of uncertainty, distrust and fear.
If we take a step back, at a more fundamental level, the core of the question is who will make the rules of the game for national governance.
A creative solution to this dilemma may create stability and security, and failure to reach consensus on these rules will only lead to a vicious circle of instability and insecurity.
How can Egyptians move from the current violent stalemate to a more viable and cooperative future when the smoke clears?
Four broad ideas may provide the rules of the game that all Egyptians are willing to play: 1)
Create a government of national unity.
Egypt's election process is poorly planned, too complex and inefficient.
The goal is to establish a legitimate government, but in the current climate elections, the opposite is true.
The transfer of power to a civilian and a representative coalition government is a more effective means of reducing violence and laying a constructive political foundation for progress.
Of course, this requires strong leadership.
May encounter resistance from various groups, including the Muslim Brotherhood.
But the idea is becoming more viable as it gains money among some of Egypt's important political forces and key intellectuals. 2)
Adhere to the Constitution.
Egyptians see the election as important because the winner will have the greatest influence in drafting the new constitution --

However, a formal constitution must be in line with a series of informal agreements, relations and dynamics between the Egyptian people, otherwise it will not be able to enter into force.
