Heidi Collins, cnn anchor: We're working on several stories right now.
It was a fatal morning for the United States. S.
Army in two hot spotsFirst, in Iraq.
Four soldiers were killed in a roadside bomb attack on the United States. S. patrols.
One explosion occurred in southern Baghdad.
The other is in the north of the city.
There are also four American soldiers in Afghanistan. S.
Service personnel were killed in fighting insurgents.
It happened in Kunar province, just east of capitabul. 13 U. S.
Afghan troops have died so far this month.
The Bay Bridge is now open.
We have some live pictures for you.
You can see all the traffic now.
This is obviously good news for office workers in San Francisco.
Emergency repairs are expected to take another day, leaving commuters struggling to find a new way to work.
But just a while ago, the first cars actually started crossing the Bay Bridge.
The main artery between San Francisco and all points in the east.
Now join us on the phone and talk more about this being Bart ni, spokesman for the California Department of Transport.
What happened, Bart?
This is one day in advance.
The crew just worked feverishly to get this thing back up and running, right?
Spokesman for Bart NAII and CALTRANSvia telephone)
: Yes, it's an amazing team effort to get the job done.
Some of our staff have been working for nearly 70 hours in a row.
The designer stayed on board all the time to make sure the inspection went smoothly, and the great production of a piece we needed at the last minute was done overnight.
Wow, it's incredible.
Obviously, I mean, it's a very large structure.
But it is described as an important crack found.
A quick reminder of what the crew found during routine inspections, right? NEY:Yes. That's right.
We're in one of our I-
This is an important support member.
While as part of the redundant system, there are a few other people there who can keep it in place, when you find something similar, you have to fix it immediately before the traffic is restored.
Collins: Obviously, yes, we're looking at some very interesting videos that are actually about the internal structure of the Caltrans.
That's great.
I don't think people sometimes realize what the bridge and its structure is.
Everyone is running now. Any other questions?
Because I think we have discussed that some of the roads into the Bay Bridge are still closed.
Is that the case or is everything open?
Well, we had to put our emergency plan in place last night.
So, public transportation and some detours that we set up to make things easier will remain the same today, and then we will phase out today's things in the endCOLLINS:OK. Very good.
Congrats Caltrans for restoring and running this feature.
I am sure the computer is satisfied with this.

Unidentified women: Well, I think it's a good idea to talk to the kids because they need to know that it's their responsibility because obviously a lot of parents don't take responsibility.
Unidentified woman: we will see posters on his face spread all over the building and there will be signs on the shirts the children go to school.
I just think that's the ins and outs of it.
Unidentified male: If he has a hidden agenda or is promoting something else that we may not recognize, I think we should be able to know or block it before they see it.
Unidentified woman: he has only one good message.
Is this a political issue? No. Not necessarily.
Be a good man and do the right thing. (END VIDEO CLIP)
Collins: After a few days of intense criticism, the president is finally about to speak to the children of the school.
Is the information missing?
Let's break down his point.
His comments on the White House website have caused complicated reactions.
Many people are still critical of the speech, and others say they are now comfortable with the message being not political.
Obviously, there's a lot to cover this morning.
Now let's go straight to the White House and to Suzanne malvieaux of CNN.
Good morning again, Suzanne.
What will the principal tell the students this morning?
Susan Malvo, cnn white house correspondent: Good morning, Heidi.
The president apparently gave his speech in advance.
A large part of it is about responsibility.
Students should take responsibility.
They should not be afraid of failure.
They should try again to make their parents, their schools and their country proud.
The president talked about the fact that he was trying to do the same thing.
He talked about his humble beginnings and some failures and took himself as an example.
This is the content of this speech.
The White House certainly hopes to ease some criticism by publishing the news, at least to ease the concerns that some parents and some teachers are talking about not sending emails. their students come to the school to listen to the principal.
One of them is Jim Greer.
He is the Republican Party chairman of Florida.
He was basically the one who kicked off the whole thing, saying he thought it was socialist ideology that would instill ideas into the children.
From there, it was picked up by talk radio, many conservatives and people who began to get involved and ask questions.
I had a chance to talk to Jim Greer and I put some pressure on him about that.
He looked at the speech.
And say, what's the problem?
Are those fears and worries still there?
That's how he reacted. (Start Video)MALVEAUX (on camera)
Are you going to send your child to school tomorrow for a speech?
Jim Greer, Republican President of Florida: I am.
My children are taught to pay the highest respect to the President, this president and all presidents.
So after reading this and seeing the Ministry of Education tell the teachers that they don't take the students in the direction of a week ago, I hope all the children will see the president's speech.
I do not advocate that children do not read the president's speech in this article. (END VIDEOTAPE)
MALVEAUX: He said he was opposed to lesson plans and the Ministry of Education suggested that students write an article on how to help the president --COLLINS:Yes.
MALVEAUX: But he also said he did not believe the article was the original speech the president was going to give to schoolchildren.
The White House says this is nonsense. this is the text.
This is a speech.
This guy has no credibility on this particular issue. So, he -
You know, some people may be upset about the president's role in health care, economics, or education.
One thing Greer said was that he felt the government's role was too big, one of his concerns, but it was clear that the White House responded that there was no reason to panic.
There is no reason to worry.
We have seen previous presidents do the same in the past. Heidi.
Yes, do we have a direct understanding of Suzanne?
Because I'm curious, there has been a lot of discussion about the fact or possibility that the text has changed.
As we all know, the course plan will no longer be included. Maybe -
Does the way the White House talks about it and some of the ideas they put forward in this speech upset people?
Well, I think there are two things.
You can separate it.
First of all, the White House says the text and the speech itself have not changed, which is the original text, which has not been adjusted to address this controversy and fear.
What has put the White House in trouble is the language in the program of the course, and they suggest what students can do, write an article, and how to help the president.
Some people think it is political and unprepared.
The White House withdrew that particular lesson plan.
But this is with former President H. W.
Bush called on school children to go back in their 90 s.
What can you do for the president?
Basically, the White House says it's not a political issue, it's out of the sensitivity of those who care, who have removed the article on that suggested article.
Collins: Okay. Very good.
Suzanne Malveaux reported the story for us before the White House.
Thank you, Suzanne.
Stay with us.
Because we will report on President Obama's speech to students across the country.
It is planned to start at noon in the east.
The summer has come to an informal end, and the adjournment of members of Congress has ended.
This is what we know.
Congress will resume at 2: 00. m.
Like when lawmakers leave, health care reform is certainly a big problem.
In the Senate, a two-party group of six negotiators will discuss a possible compromise.
This is a proposal by Max Baucus, chairman of the Finance Committee, which does not include public options.
President Obama will meet with congressional Democrats today to investigate how much support his plan actually received.
Congress Hall is very quiet as you have imagined in the past month, but this action is about to heat up on Capitol Hill, where we found our congressional correspondent kebrianna Keilar
Brianna, you have told us that the hustle and bustle of the Capitol is going on.
What about the baucas proposal now?
Did you hear anyone talk about it?
Brianna keilar, cnn congressional correspondent: Yes, Heidi, this is something we are very concerned about.
This is a formal proposal put forward by the chairman of the Democratic Party of the Senate Finance Committee, who has already distributed the proposal among the other five bipartisan members, which we call the "Gang of Six ", look at what they think of the proposal.
So they have a meeting at 2: 30 today. m. Eastern.
We will pay great attention.
They will respond to the proposal.
Not long ago, I spoke to Senator Charles Grasley, the Republican leader of the committee.
He's part of this six-man group.
He said he hopes the group will reach an agreement before the president's speech on health care tomorrow night.
It was not an ideal schedule for him, he said, but he knew it was what Senator Baucus wanted and he wanted them to do it, Heidi.
Collins: Okay.
What is the plan?
As you mentioned, it does not include the public options we are looking forward.
The alternative to public choice is medical cooperatives.
So this is going to be a non-
Health Company
The Op is managed by the patients it serves.
It will also expand Medicaid.
Currently, Medicaid covers children under the age of 5 and pregnant women under the age of 1
Third above the poverty line.
Under this proposal, it will cover more children, as well as poor adults who do not have children, as it will cover everyone --
Medicaid will cover all
Third above the level of poverty.
Finally, how do you pay the money?
Well, one of the big ones
The key part of the tax will be those Cadillac health insurance schemes, which some say encourage consumers to over-use health care.
This is the tax that the insurance company has to pay, not the personal tax, but Heidi's tax. Senator grassley raised the issue, which they thought would penetrate into everyone with private health insurance.
It's not just people with high-end plans. COLLINS:OK.
We will be watching, waiting, listening all the time.
This is for sure.
Brianna Keilar on Capitol Hill this morning
Sorry, thank you very much.
Closed for so long. I forgot.
Tomorrow night, President Obama will pitch his health care plan to a special joint session of Congress.
Of course, we will start reporting for you from 8: 00 eastern time.
If you haven't turned on your TV recently, we spend a lot of time on health care issues in this country.
But today is the first day of school in many places, which reminds us that there are also some serious problems in the education system.
In fact, this is the blog question we gave you today.
Need more attention now?
Do you think this is health care or education?
You can go to cnn.
Tell us what you think.
I want to go to rob Marciano at the bad weather center right now.
Fred, we 'd like to update on the tropical storm. A short name.
Does that mean it will be short?
Rob marciano, ams meteorologist: that would be great.
I like what you think, Heidi. COLLINS:Got it.
MARCIANO: We will try to squeeze Fred's life out, but it will soon develop on the coast of Africa.
The Cape Verde islands are here, about 300 miles southwest, and sail west at 15 miles an hour.
The problem with Fred is that your night wind at 50 miles per hour is quite large.
It is also predicted that it will continue to strengthen.
You will see a good outflow of some volume clouds.
In fact, the last few frames don't look very good.
So, if we can get old Fred to calm down here in the near future, it would be ideal.
Each of these lines represents some of the computers we predict this thing.

Then we will have to see what happens after too long. All right.
Quickly check what's going on in parts of Carolina.
Yesterday, heavy rainfall occurred in southern North Carolina.
It now appears that the main threat of rain has shifted to delmava.
It can sometimes be quite heavy, especially near Virginia Beach, Norfolk and Hampton Road.

If you can, shoot from Dallas.
I think we should have taken this camera. Yeah, not that bad.
WFAA, thank you for the picture you took there.
Provide you with timely temperature.
The rain from Wichita, I think will stay there all the time.
So, in terms of what's going on in that part of the world, don't look too bad. All right.
Other parts of the country are watching severe thunderstorms that will sweep through parts of the Northern Plains today.
You look cool and dry in the West.
This is good for fires in Southern California.
But we 've been in Southern California all day, near North Hollywood studios to show you the pictures. . . COLLINS:Yes.
Ma: this is --
You don't see this every day, do you? COLLINS:No.
MARCIANO: Obviously, the main break on this water is 90 years old, or something crazy like this. So. . .
What do you mean?
Does it just keep breaking and spewing?
Yes, until they close the main valve there.
But when you talk about water pipes, the valve can be large, probably far away, and with such an old infrastructure it can take a while. So nobody hurt. Good news.
It looks like a fire truck you can play with when you were a child.
Playing with it in the backyard-
Collins: unbelievable.
In the old mud pit.
It will cost a few dollars to go out, but hopefully they will.
You know, they might hang the hose on it, you know, rinse her clean and we should be able to go.
I heard someone screaming in my ear, wrap. All right. Rob, thank you.
They did it for the first time. COLLINS:I know. I know.
We will check with you later.
We will also stare at the fire truck.
The photos there are incredible.

From the City Hall scream to the bipartisan row, it seems that everything is fair in the War of reforming health care, but will the new threats on the table force compromise?
The trigger option was explained by Jim Acosta. (Start Video)
US President Barack Obama: We have never been so close.
Jim Costa, CNN correspondentvoice-over)
: With the president making another campaign-style speech on health care reform, the question remains whether he will play a role in public choice.
The idea of letting Americans choose to join the government --
Run the insurance plan.
Obama: I still believe that public options in this basket of insurance options will help improve quality and reduce costs.
Why do you continue to support the Nazi policy?
During the recess of that noisy Congress. . . REP. BARNEY FRANK (D)
Which planet do you spend most of your time on?
Costa: a softer one
Maine Republican Olympia Snow, speaking in the Senate, is quietly discussing a compromise with the White House to replace the public's choice with something called a trigger.
Unlike the House's proposal, the trigger will threaten the insurance industry because the public can choose on the road ahead.
The idea was backed by two former Senate leaders. BOB DOLES (R), FORMER U. S.
Senator: We suggest that if the insurance companies do not clean up their actions, about five years later, and then, where something happens, there is a trigger device, we see this as a step in the right direction.
Costa: throughout the health care debate, snow avoided fundamental changes in the state's private insurance system. SEN. OLYMPIA SNOWE (R)
Maine: You know, they obviously want to protect people who have good health care in our insurance plan, they want to protect them, they want to maintain it, we don't want to interfere with it.
We don't want to interfere with the doctor either-
Patient Relationship
Costa: even though snow's trigger could win a Senate centrist like the Democrat in Neia, Ben Nelson, congressional liberals say in no uncertain terms --
Public choice, no deal. SEN.
Barbara mikurski (D)
Maryland: I said there was no choice but public choice.
For those of you who say we need the trigger, I say be careful.
You might want to cancel health care.
Political analysts question whether the Democratic Party will eventually commit suicide.
Larry Sabato, director of the UVA political Center: what politicians said in September and what they did in November or December are two different things because they accepted the reality. (END VIDEOTAPE)COLLINS:Aha.
Jim Costa is joining us now from Washington. C.
There's more about this.
So, Jim, can this trigger option get some Republicans in?
Costa: Well, this is a key issue for all of this.
This may be the last best hope not only for some Republicans to join in, they may just be some, or they may be the swing centrist Democrats like Ben Nelson. COLLINS:Yes.
Costa: There's a lot outside.
If they don't have those centrist Democrats, health care may not make any progress in the Senate.
Now, the Liberal Democratic party will argue that the trigger has been resolved.
If the trigger means we give insurance companies some time to clean up their behavior, you know, the Liberals in the House and Senate would say a second of suspension.
They have proved that they are not credible.
So why pull the trigger?
But in the end, it all boils down to how much Democrats want an agreement.
North Virginia Congressman Jerry Conley came here this morning in the US for an interview and he stopped on his way out to say hello and he said to me, you know, if we fail to pass anything, in any case, we may lose 30 to 40 seats in the upcoming elections, as happened in 93 and 94, at the end of the collapse of Clinton's medical system.
So Democrats have to think about it too, Heidi. COLLINS:Yes.
But, you know, it's always going back to politics. ACOSTA:It does.
How does this happen?
I don't know.
Thank you, Jim Costa. Thank you very much. ACOSTA:Sure.
So is it time to rethink education?

The White House hopes to calm criticism by publishing his record of conversation.

Many people are still critical of the speech.
Others say they are now comfortable that the message is not political.
In the main talking points, the president will emphasize the importance of education and encourage children to stay in school.
He will also tell students not to let failure define you.

"Sam talked with us about what the campaign wanted to achieve.
Sam, what is that?
"Think Again now about learning.
"What should it do?
First of all, good morning, Heidi.
Thank you for inviting me.
Sam chartan, author and national director of the Forum on Education and Democracy: the purpose of the campaign is to trigger a national dialogue on what we need to do together to finally achieve our commitment, 55 years late, first in Brown v.
The board of education ensures that every child in this country has the same opportunity to receive quality public education.
I think what sets our campaign apart is that many times, with the best intentions, what will happen in the end, whether or not people in Washington have made a comprehensive development plan, then try to get the rest of the country to accept their vision.
Instead, we are providing the country with a canvas for a partial painting.
We think we should focus on the three pillars.
Learning, Teaching, fairness.
We can do better. we know more than we think.
So we ask the nation to share stories of their most powerful personal experiences in the learning community, describe their most effective teachers, and what makes them so effective.
Think with us about what needs to happen in order to ultimately ensure the fairness set out in our founding documents, which should be the birthright of every American child. COLLINS:Yes.
In fact, when you see the PSA we are showing here, some people will say that this is a strategy of intimidation for children and their parents.

Collins: Obviously, no matter what you think, advertising is extreme.
Obviously, it is to attract people's attention.
Why doesn't this route focus on some smaller changes or a series of changes that might be easier to accomplish?
CHALTAIN: Well, first of all, I won't say this is-or.
In the last article, we are not saying that President Obama needs to call for a draft teacher.
But what we are doing is we are looking at the phenomenon of becoming an NFL draft, and so is the event itself.
It's also an example of how the NFL does a very good job of ensuring fairness.
The Pittsburgh Steelers won the Super Bowl.
They got the last choice of the best college players.
Detroit Lions to 0-
They got the first one.
At present, the situation of public education is just the opposite.
We sometimes meet some inexperienced teachers. -
When I started teaching in New York City, I was one myself ---
In front of some children with the greatest need.
Not for anyone.
What we are trying to do is to initiate at least one conversation until the next re-authorization of the federal education policy, and then think together about how we can change from a test culture to a learning culture.
Collins: Yes, unfortunately, we certainly will not pay the salaries paid to the teachers by the NFL to the players.
This could be a big incentive.
Sam, what role do parents play in all this before we let you go?
Chartan: Well, I think the involvement of parents is always stressful and often misunderstood.
First of all, public education is the closest thing to silver bullets in our country.
It is the only institution ruled by political authority, reaching 90% of the next generation of Americans.
It is built on a clear mission to make children active and responsible citizens in democracy.
Using public education as a springboard for more opportunities, the American dream begins with parents.
However, what I would like to see the school do more often is recognize the different stages of parental engagement.
When we asked our parents to come in, we all wanted to fill the auditorium on Tuesday night, but the first step in parental engagement was to make sure your child was full, went to school on time, and was ready to learn. . .
Of course. CHALTAIN:. . .
We can start there and start thinking about how to work more effectively with our parents, and I think we'll be better in the end.
Collins: Yes, of course we all want parents to be as involved as possible to get their children through school smoothly.
Thank you very much for your time.
Director of the Forum on Education and Democracy. Thank you.
Thank you, Heidi.

It's about to happen at noon.
We're going live today.
We want to know because we like to listen to what you say and what do you think needs more attention?
